Create a CI setup

Create a CI setup that tests both the compilation of the library and verifies, that applications using HYKOPS run properly. The CI shall be tested on linuxes such as OpenSUSE, AlmaLinux, CentOS amd Debian. Furthermore, Windows shall be tested, too.
