Integrate hydra

  • replace click options with hydra
  • introduce hierarchical config structure
  • remove interface directory
  • requirements.txt now contains only the used packages that also run on our GWS machines with python version 3.6.9
  • some refactoring
  • change testing commands to work with hydra
