Removed HAC from devel. This also meant removing

  • HER2
  • all the hac hyperopts and performance tests
  • hac from smoke tests
  • hac from the readme
  • HierarchicalEvalCallback
  • convert_alg_cfg(cfg)
  • **alg_kwargs
  • the common folder in custom_algorithms as it was only used by hac
  • the if clause when recording that was only for hac

I kept SACVG. HAC is still available on the hac branch.
